‘passwd’ will add a new user to the system, i.e. if you
type ‘passwd existing_user’ it will change the password
for the existing user but if you use ‘passwd new_user’
it will create the user “new_user” and then change the
password for him/her.

Also, remember to add the new user(s) group to /etc/group.

guess your right, but figure they were thinking of combining multiple
feature with one command. Just like “mv” can be used to rename a file
or move a file. Must admit I was looking for adduser or something
similar though.
