I downloaded the file tcprt50.tar.F file from the Web.

The installation (/etc/install -u tcprt50.tar.F) fails because pax is
complaining that it does not recognize a correct tar archive.
If I try melt of the received file and it works. It correctly decompress
the archive and it generates tcprt50.tar, so I am supposing that the
file I received is not corrupted.
Conversely I did not have any problem installing tcptk50.tar.F

It works fine here. /etc/install uses /usr/bin/cat, not melt for
tar.F files. fcat should be a symbolic link to /usr/bin/freeze.
If that got messed up, that might explain your results.

Melt is a symbolic link of freeze too.
I downloaded the archive two times and I got the same result.
