Bootable Neutrino CD?

Is it possible to make a CD that boots to Neutrino/rtp? What steps
would be involved?

Make a bootable floppy then use image of the floppy to write El-Torito
compliant ISO image, using mkisofs or some Windows tool (like CDRWin).
