q: Japanese input method into flash file system

We’re testing out a Japanese interface in an embedded environment
and I’m having problems launching the vpim (Japanese input method)
application from flash. If I copied (cbpe -f) over all of the files
such as: vpim, vjeb.dic, vje.key, msime.key, ja_JP.tab, and the
Japanese fonts into their respective directories in the efs1p1
file system but vpim still won’t launch. Am I missing any other
file dependencies? Is there any other reason why this won’t work?
