Package File system read-only problem

I posted this a few days ago, but I can’t find it anywhere
so my appologies if this has already been answered.

I loaded 6.1 on a system, and I find I can’t make a directory
under /usr/include. I get a “read-only file system” error.
How do I fix this.

Ok, I looked at this article. It did not answer my question.
I did read something about having to do my own administration
and that the real stuff was stored elsewhere, which I knew
already. I had no trouble with this under 6.0, so something
has changed. My question is quite simple. Is there a simple
answer. Am I no longer allowed to make my own directories under
/usr/include? Do I have to create a package and install it to
get a directory under include?
