new user (via passwd) problems in photon

I have an installation here (Sept CD).
The user creates a new user with passwd.
Then when logging in as the user, there is no
shelf, and no task bar.
When trying to start “shelf” from a terminal, it
segvs.
When logging in as root, there is no problem.
Any ideas?

From memory, this is cause by NOT having any networking.

The shelf attempts to display network usage in a bar graph,
however if there is no network driver the shelf crashes.

Networking is working when logged in as root.
Customer hasn’t verified yet if it’s still working
when logged in as the new user.
