How to disable right-click shelf menu with setup and exit options for
different user access accounts?

results you want you could change the permissions on the
“~/.ph/shelf/shelf.cfg” file to not allow saving of any changes. This

Another possible work around would be to setup a filter region to filter
out any right mouse clicks on shelf thus preventing the user from running

To have source code of shelf application to make slight modifications is
probably impossible, isnt it?
