How to disable right-click shelf menu with setup and exit options for
different user access accounts?

I’m fairly sure there isn’t an easy way to do this. Depending on the
results you want you could change the permissions on the
“~/.ph/shelf/shelf.cfg” file to not allow saving of any changes. This
won’t on the other hand, stop them from modifying the shelf each time they
start Photon, it only will prevent them from saving changes causing any
changes to be lost when they restart Photon.
Another possible work around would be to setup a filter region to filter
out any right mouse clicks on shelf thus preventing the user from running
the shelf setup.
If anyone has any other suggestions, feel free to jump in.

To have source code of shelf application to make slight modifications is
probably impossible, isnt it?
