What is navigator icon with hammer?

Some of the projects in my Navigator view do not show up in my C++ Projects
view, even though they are open. One thing they have in common is that the
icon looks like a folder with a hammer sticking out of it. I can find no
information on this icon in the help documentation. I would like to know
what this icon means, and why the projects do not appear in the projects
view.

That sounds like a system builder project – a project for building
a QNX boot image, or flash filesystem image.

The C/C++ projects view filters for open C/C++ projects – projects
of other types will not be shown (e.g. target system projects or
system builder projects).

Try opening the QNX System Builder perspective to use them.
