enable NumLock when photon start

“-L N” to devc-con should do it.

That’s ok until you start devi-hirun. Even if you use -R to prevent the
keyboard reset which could present some other problems.
So I don’t understand why devc-con allows to enable the numlock and
devi-hirun don’t.
