I port xinetd deamon to QNX4 soo you can restrict any inetd service with
xinetd.

Not directly. Each rlogin will require a pseudo-tty, and
will be indirectly limitted by the number of pseudo-ttys available.
Is it possible to control and change this value?
Again, not directly, except through the side-limitation of ptys.
