Neutrino is the kernel/OS. Momentics is the common development environment. So you downloaded neutrino and it includes Momentics for neutrino so you can write code. We also have commercial-only versions of momentics for Windows and Solaris.

Sure. Neutrino is the “OS” and Momentics is the development system you add to the OS you want to develop under.
