We use QNX 4.25
How can I change the refresh rate ! 
I mean for output of Graphic card. for example change 65Hz to 85Hz. I have an ATI 7000 series.
Also how to change 640x480 to 1024x768

Which GUI are you using? Q Windows, or Photon or …?
In Q Windows there is refresh_s3 utility (used in sysinit) for S3 Trio 32,64 graphic cards. If you use gr.phi (i.e. you use Photon graphic “drivers” in Q Windows), you can easily set mode (640x480, 800x600, 1024x768, …) and refresh rate in Photon QNX - Picture Settings. ATI Radeons 7000 are fully supported.
