Login in an embedded QNX6.1 system

When in my embedded system I try to use the login utility, after booting,
I get:

“Unable to lock password database”

Also, I can not create new users with the passwd utility. I have copied
in my embedded files:

/etc/shadow, /etc/passwd, /etc/default, /var/log

Where is the problem?

Where are they included? In the IFS or the EFS images?

In the IFS.

The IFS is read-only. That is your problem. You need a read-write system like efs or a disk.
