How to format a floppy disk in Realtime Platform?

I want to format a floppy disk - I know I can use Dos filesystem, but
how do you format a floppy for NTO? fdformat command is not there.

at this time, the only possibility to format a floppydisk is a
preformated dos-disk. on that disk u can use ‘dinit’ to initialize
the filesystem.
