FTP -- "Connection refused"

Question: how to I setup FTP so that the error “Connection refused” goes
away? There is no “/etc/ftpusers” or “/etc/hosts” file. I haven’t discovered
what combination of things work here. We’re running Neutrino 6.1.

Well, I suppose there could be a couple of reasons for getting a
“Connection refused”, but the most obvious reason you would get this
message, is that inetd is not running.
