Is there anyway to display a Java app using swt without running Photon or
some other kind of window manager? Personally I don’t think this is
possible, I just don’t see how the Java VM would handle running a graphical
app without some kind of windowing system running.

Not with SWT. OTI did offer a very simple bitmap/raster engine that could
run without photon. Why don’t you want to use Photon?
