I’ve noticed that when I telnet in any environment settings done in my
sysinit using export don’t exist, whereas if I login on the console they
do.
Why the difference and how do I get these settings into the environment
from
a telnet login?

Some before, some after. None appear.
Only those settings from /etc/profile which is run by login.
