I’ve never used tape backup on QNX so I may be asking a stupid question but
here goes…
I need a high capacity tape streamer to backup a Velocis Server on QNX4.24.
Do I just buy a drives along with a SCSI card and use QNX utilities or
should I be looking for an ‘out of the box’ solution with proprietry backup
software that will run under QNX ?

You could get a supported SCSI card and a tape backup (most SCSI
backup tape driver works ok). I’ve used Eliant 820 and HP surestore.
Backup setup using cron and a little backup script using find and pax.
I vagely remember somebody selling an out of the box tape backup
solution, but don’t remember who (Brown?).

“The Brown Computer Company”, which was spearheaded by Chris Brown. We
bought their QNX 4 backup package in 1994, and are still happily using it
today. Typing the name into Google revealed they’re still around:

QNX on the web page.
