/etc/passwd bin account

Hello,

Default password file /etc/passwd has bin user account:

root::0:0::///:/bin/sh
bin::1:0::/bin:
Can anyone explain which applications, services: use bin. Can I safely
delete this account or must set password to protect critical system files
from unauthorized access?

Thanks,
Andrius.
