My modem is on port 3 (US Sportster 56000). I am not able to get any
response back from it. The dialer says it can’t connect on port 3. If I
set it to port 1, it tries but eventually fails. Qtalk doesn’t let me
type in any AT commands (I can’t type into it).

P.S. What I really want to do is use my Sympatico HSE (ADSL) connection,
but I guess that’s out of the question from what I’ve read on these
newsgroups (tell me I’m wrong!)

Make sure that the IRQ is not plug and play (turn this off in the bios).
Also make sure your modem is not a Win Modem.
