Timezone in middle europe

The TIMEZONE in middle europe should be
met-01mest-02,M3.5.0/2,M10.5.0/3
and not
met-01mest-02,M3.5.0/2,M9.5.0/2

This is true also for QNX4 and was discussed earlier in a quics forum
but never found its way into the installation disks.
