If I recall correctly, at one point there is a yes/no popup that asks you if
you’d like to run the license proxy automatically at startup.

Open the Window Services Manager (Start → Run → “services.msc”). Is
there
an entry called ‘QNXlm License Proxy’? If so, start that service and
try
running ‘qcc’ on the command line again. You might also wish to open
the
properties for that service and set it to start automatically.
Otherwise
