Is anyone running the Momentics IDE on a laptop and doing QNX application
development and integration on target hardware connected to the laptop via
Ethernet/TCPIP? If you are then please let me know the Laptop make and
model, and the Ethernet card details.

I run the IDE under both QNX Neutrino, and Windows 2K on an (old)
Acer Travelmate 739TLV with whatever ethernet card they happen to
have built in. It is an intel 8255x based NIC.
Under Windows, QNX Momentics shouldn’t care what NIC you have.
