What does seedres do in the boot script?

In trying to figure out the nto boot process, I came to an undocumented
utility called seedres. What does it do?
Thanks in advance…

The is a temporary utility that seeds resources to procnto, so that is
why it isn’t documented. It will most probably disappear in the next
release.
