Is there any utility for Ethernet packets capturing analogical to “netraw”
in QNX4, or are there any instructions how to do it?

You will have to wait for the network driver kit to be release I beleive.
Although what you need is not a network driver, it should be part of
the DDK,

Further more not all network drivers support the promiscuty mode required
to capture all packets.
