In both the /etc/inetd.conf and in the /etc/services files there is an entry
for a “time service”. Could anyone elaborate on that service, especially
where and how it might supplement or replace a ntp daemon?

It returns a long, in network order (big endian) containing
the number of seconds since midnight Jan 1 1900 (according
to the machine you connect to).
