I have a US Robotics 56k ISA working fine in Linux and Windows, after some
days with the same trouble i have finded my solution.
Go to your bios setup (“del” key, or “ctrl-alt-s”, “ctrl-alt-f1”,
“ctrl-alt-f10”, “ctrl-alt-esc”, F10…), in my setup this is done pressing
the “del” key on the boot-up.
Go to your “plug and play setup” and try disabling “pnp bios os”.
This solution work fine for me!.

I found solution! I had turnode off PnP OS INSTALLED but it is not enough.
I hed to disable serial 2 in my BIOS. Now modem works beatiful
