pfm/toolbars suggestion

As an user becomes experienced with a specific tool (pwm in
that case), he becomes to find useless to have text-labeled
toolbars. An image is smaller and more direct.

Please add an option that can show/hide text labels in the
toolbar like in voyager.

Gnome has an intresting functionality: experienced users can
select the display behavior of the toolbars globally in the
control center. Would be nice to have something similar under
photon.

Also, images with text labels are a terrifically wide waste of
vertical screen space (expecially under low resolutions).
Windows is starting to place the description laterally to the
images to reduce this side-effect and it looks pretty good.

The UI of photon is great but can be adjusted to better fit
users need. We should look to experienced UIs to pick up the
best and trash the rest

I put in a change request to have this added.
