Is there an equivalent of the registry under windows
where text strings can be stored in a “well known”
way, and assocaited with search strings?

A customer would like to use this to store things
like the locations of files and other system wide
params…

Yes photon has some API for that PxConfig*. However unlike registery you
decided in what file the data is stored.
