  1. Do I simply need to understand how to install Resource Managers on QNX
    to try this out?

  2. What are the GPL (or your) implications if it’s distributed?

You just run it like any other program (AFAIK).

  1. What are the GPL (or your) implications if it’s distributed?

I think he wrote it from scratch and there is no GPL issues.
