QNX ships with RCS.
There appears to be a port of CVS v1.7 at:

I like perforce (www.perforce.com). I don’t know of any system that will
provide a GUI interface under QNX4/Photon.

I have ported CVS 1.11 to QNX 4.25; I will send it to you if you want. It
works great, but it is a command line interface only. No Photon interface,
although it will, of course work on Photon files just as well as on other
kinds.

I second that. Perforce is excellent.
The latest versions of Perforce do include a Web browser interface. You
should be able to get that working under Photon/Voyager.
