Unrecognized TERM type

When logging into an embedded system, I am getting the above message
when trying to run vi, and it won’t run. Similarly, typing “more
filename” gives “WARNING: terminal is not fully functional”, etc.

I have the file /etc/termcap installed, and a valid TERM environment
variable set. Any ideas what else is needed to get the term working right?

/usr/lib/terminfo is needed, I think.
