By design.
Every package has a “release date” assigned
(typically the date when it was packaged)
and the package installer refuses to show them if the
current date is before the release date.
So if your machine’s local clock isn’t set properly,
some packages may refuse to install.
Use the “Localization” applet (phlip) to set the correct date.
