How to make a QNX bootable CF card in Windows OS

I use a USB CF card reader in Windows ,I run this command:
dinit -h -f boot.ifs i: (where I: is CF card reader in Windows),but it displays
“dinit: \.\i is to small to initialize”. What’s wrong? How should I do?
