On the QNX website in the Release Notes it states that for QNX Neutrino PE
you must run the IDE as a non-root. I have been running as root where
Neutrino is installed on a QNX parition and have not noticed any problems
that appear to be associated with an IDE problem. What IDE problems arise
if you run as root?

I think that problem was fixed along the way. It was true in earlier
versions – if you tried as root, it wouldn’t let you run it.
It does now, and you’re ok.
Probably means the release notes need to be updated.
