In Qnx6.1.0 online help,I can see devc-ser8250 only support number of
serial ports using 8250s, 14450s or 16550s.

  1. Can the system support 16c554 chip serial port card?(such as Advantech
    PCL-849 )
  2. Can the system support 16pci954 UARTS PCI serial port card?(such as
    Advantech PCI-1610)

16c554 chip is just four 16c550 serial ports in a one chip. sure it is supported by devc-ser8250.

    Advantech PCI-1610)

yes, in 16550 mode.
