no logging by syslogd and login

I have created file, /tmp/syslog, yet neither syslogd nor logger writes to
the file. “syslogd” is running.

I have created files:
/etc/acclog, via “touch” with permissions 600;
/usr/adm/lastlog;
/etc/wtmp; and
/etc/utmp.
However, “login” writes to none of these.

How do I “activate” syslogd and login, so that they write to their log
files?
