We put a HDD to product. We want to make users to handle HDD like movable
device, but not to delete some data files in HDD.(We put some data files to
HDD which are used from app.)
We can make two partitions - qnx for app data, dos for user. But problem is
that when user connect HDD to Windows PC,they can delete qnx partition!!

There is nothing you can do about that. A partition cannot be mark as
“unwritable”.
If you have access to every PC , you could through Windows XP/NT right
management, remove right to write to raw partition…
