get.qnx.com still offers only QNX 6.21

Will there be an upgrade in the freely downloadable version?
(Not the “evaluation” version, where you have to ask for a
password.) “get.qnx.com” doesn’t even mention 6.3 yet.

QNX relies so heavily on open source software (notably
GCC) that it’s important that the open source community have
easy access to current QNX. Otherwise, open source software stops
being built by its developers on QNX. Then it stops working
on QNX.

The stated purpose of the download managers that have been used in
recent years is to reduce the downloading bandwidth required. Assuming
this isn’t just a blatant lie then one can guess that they are achieving
this through discouragement.

To answer you question more directly, No, the 6.3 model won’t have a
separate NC edition. And QSS should prolly redirect get.qnx.com to the
630 eval.

The reason why I’m so confident in this opinion is because the word is
that this distro model, ie: one for all, was chosen to keep the
maintenance down.
