cp error - can't open source file

New to QNX V4.25.
Trying to create boot floppy, and research says to copy /bin/dev,
/bin/dev.con, etc to like-named dirs on floppy.
When I try this, tho - I get the error “can’t open source file”.
Tried with -f also (as Dev is link to Dev32).

New install of 4.25, and I’m logged in a root.

I’m sure the solution is embarrassingly simple.
Please help.
