what is the impact of these many proxies (if most are attached) if the
process is a resource manager?

There is no per-process limit to the number of proxies, but there are
system limits: process ids, proxies, and virtual circuits (vcs) all
come from the same pool, and that pool is limited by the -p option
to Proc32 (default 500, IIRC maximum 2000).
There is no particular impact to attaching many proxies, other than
a (smallish) amount of system overhead to handle the data storage
representing them.
