Sure you can, there is xpdf in the 3rd party repository.

Somehow i came across phpdf, which was a qnx4 application. I uploaded it years ago here wickd.8m.net/qnx/phpdf.html . In order for it to display text and images correctly you need to install the “legacy fonts” package from the 6.1 cd. After that you have a perfectly good working photon native pdf viewer
