No, you can mount any device as / that has a file system on it. You could even mount a DOS partition.
Without the appropriate directories, eg /bin, you won’t be able to do much.
The encrypted passwords are stored in /etc/shadow. You cannot “get” them. If they are poor quality passwords, you might be able to get them using a brute force attack. If you have write access to /etc/password you can turn off a password for the user by erasing the ‘x’ in the ‘’ string, and then reset it.
